PRT stands for Pressure Relief Technology. These pads are made to help alleviate saddle pressure for a more comfortable ride.
Another feature these chamois have is the Microfiber covering. Depending on the specific type of chamois, influences how plush the Microfiber might be.
Along with the Microfiber there is the stretch-ability of the chamois. The amount of stretch in a chamois can have a huge impact on chafing. The less the chamois moves with your body the more likely chafing will occur.

The difference between these shorts, besides the price, is the quality of the chamois inside. As you can probably guess the first pair of shorts has a less plush and stretchy Microfiber chamois.
